Noosa Council recognised the need to boost risk management capability across the entire organisation — spanning all functions and levels. To foster a positive risk culture and equip staff with foundational skills, the council sought a tailored learning solution that would be accessible and engaging.
LGMS Risk & Resilience Coordinator Paul Bright developed and delivered tailored Risk Essentials workshops. These sessions combined foundational risk management principles with practical applications, designed to be interactive and approachable.
Rather than mandating attendance, the council offered the sessions as voluntary learning opportunities — a strategy that attracted over 100 staff per session, including new and returning participants.
The workshops have significantly increased risk awareness and fostered a positive, engaged risk culture across Noosa Council. Staff now feel more confident to undertake risk assessments, with greater support from the Governance Team facilitating this process for various projects and initiatives.
To cultivate an engaged risk culture, councils should provide consistent, tailored training that matches their organisation’s risk maturity. Voluntary, well-designed sessions can drive enthusiasm and ongoing learning far more effectively than mandatory programs.
"Paul has delivered several sessions over the years, consistently receiving highly positive feedback. Staff feel supported and enjoy unpacking what can be a complex topic in a fun, interactive learning environment."
— Diana Stewart, Governance Manager, Noosa Council
Noosa Council’s partnership with LGMS to deliver Risk Essentials workshops has played a key role in building a strong, positive risk culture. By offering accessible, tailored training that staff choose to attend, the council has boosted risk capability organisation-wide and enhanced the use of risk assessments to support better project outcomes.
