Local laws are a core element of a council’s risk management framework.

While they can serve a broad range of purposes and objectives, their underlying purpose is common; and that is to establish and formalise a risk management process to identify, assess and control risk, which can include harm or damage to the environment, public health and safety, public infrastructure and the reputation of the council.
